Texas and Florida residents who receive disaster-recovery checks from the Federal Emergency Management Agency and private insurance companies in the wake of Hurricanes Harvey and Irma should consider web-enabled carpooling and point-to-point transportation, rather than replacing their lost cars, write Todd Davidson and Prof. Michael Webber in a new op-ed.
