The true impacts of the storm on Texans are largely unknown. The duration of primary storm impacts, like power, water, and road outages, are poorly understood. The unknowability of winter storm Uri’s consequences is more pronounced when considering hardships Texas communities faced. Questions about storm impacts and hardships are essential, yet it is equally important to grasp how they varied geographically and across socioeconomic groups.
